Business Network Peer Support Service

The City of Chicago Department of Business Affairs and Consumer Protection requires an onshore USA delegate agency to provide a neighborhood business network peer support service. The selected vendor will perform offsite work to build capacity, strengthen capabilities, foster collaboration, and coordinate the city's network of business-serving organizations for entrepreneurs and small businesses in Chicago. BACP intends to award one contract for an initial term of up to one year, funded through the City of Chicago Corporate Fund, with options to extend for up to two additional one-year periods. Applicants must submit proposals electronically through the City’s eProcurement iSupplier vendor portal by 12:00 PM Central Time on November 6, 2026. A pre-solicitation conference will occur via Zoom on October 13, 2026, at 2:00 PM Central Time, and questions are due by 12:00 PM Central Time on October 20, 2026. Required application documents include the Work Program Form, Program Budget Form, Articles of Incorporation, Board Bylaws, Board Member Roster, Current Financial Statement, IL Certificate of Good Standing, IRS Determination Letter, IRS Form 990s (2022 to 2025), Organizational Chart, Program Staff Resumes, Proof of Liability Insurance, and Service Request Form. Proposals will be scored up to 100 points based on program design (40 points), program strength (25 points), performance management (15 points), organizational capacity (10 points), budget management and cost effectiveness (5 points), and overall responsiveness (5 points).
