City Attorney Services

The City of Compton requires comprehensive City Attorney services to fulfill City Charter duties, provide municipal legal advice, handle document preparation and litigation strategy, manage claims, and supervise outside counsel. The scope includes legal guidance for infrastructure renewal, capital improvement financing, bond financings, federal and state grants, right-of-way and utility easements, and alternative delivery methods. Only USA onshore organizations are eligible to bid, and the designated City Attorney along with every practicing attorney must satisfy Charter and legal requirements. Bidders must submit three bound physical copies of their technical proposal and a separately sealed cost proposal on Appendix C to the Purchasing Division by November 12, 2026, at 5:30 p.m. PT. All questions must be submitted in writing no later than October 29, 2026. Proposals must include required forms (Appendices A, B, and D), three to five years of municipal references, and proof of required insurance, including $2,000,000 in professional liability coverage.
