Comprehensive Crisis Negotiation System

The City of Bristol, Tennessee is soliciting bids through ITB # 27-006 for a complete, fully integrated, and operational crisis negotiation system, including all required software and licensing. The required scope includes automated telephone dialing and call-recording capabilities, MP3 digital audio recording with instantaneous playback during recording, secure data storage and transfer methods, a user-friendly computer interface with report-writing capabilities, networking for up to 50 computers, built-in Bluetooth, integrated instant messaging, and free software updates for the life of the system. Bidders must supply new equipment, list any deviations or substitutions from the minimum requirements, and performance of the work will be offsite. Only USA organizations are eligible to bid. Bids must remain valid for 60 days following the bid opening. Bidders must submit one original and one copy of the bid proposal to the Purchasing Division in Bristol, Tennessee, or submit electronically via the city Bidnet listing website. All bids must be signed and received by October 23, 2026, at 11:00 a.m. EST. Sealed envelopes must include the bid reference number, item description, and required contractor license details on the exterior. Pricing must be provided in both words and numbers on the Bid Pricing Sheet.
