Enterprise HR, Payroll, Retirement Processes Technology Assessment and Roadmap Services

The City of Tacoma’s Information Technology Department seeks a vendor to provide enterprise HR, payroll, and retirement processes technology assessment and roadmap services. The buyer requires the vendor to develop a strategy aligning City-wide technology functions, assess current technology usage, identify system gaps across departments, evaluate change readiness, analyze SAP utilization for optimization, and assess field workforce technology enablement. The selected contractor must also establish criteria for technology standardization versus differentiation and create a phased, prioritized roadmap with business cases covering core HRIS, time and attendance, compensation, benefits, retirement, disability, talent acquisition, and organizational development. Only United States organizations performing work offsite are eligible to submit proposals. All questions must be submitted no later than October 21, 2026. The solicitation requires proposals for budget consideration, and selected contractors must meet specific insurance guidelines including commercial general liability, workers' compensation, employers' liability, professional liability, and cyber security coverage.
