Interconnection Study Service

The State of Illinois government authority requires an onshore USA organization to provide offsite interconnection study services, technical expertise, and policy recommendations. The selected vendor must review interconnection rules, tariffs, and policies to improve the efficiency, transparency, and effectiveness of the interconnection process. The vendor will produce reports and deliver documentation covering topics identified by the Commission, highlighting areas of stakeholder consensus, and offering practical recommendations to support informed decision-making regarding potential policy changes through 2027 report milestones. Only USA onshore organizations are eligible to bid. A non-mandatory pre-bid conference takes place on October 22, 2026, and vendors must submit all questions by November 3, 2026. Proposals are evaluated using an RFP process that includes a Commitment to Diversity factor worth 20% of the technical score, which assesses staff diversity, policies, and spend with women, minority, and disabled-owned businesses. Offerors must upload their Commitment to Diversity response as a separate required quote attachment labeled "Commitment to Diversity" into BidBuy alongside their technical and pricing bids.
