Independent Financial and Performance Audit Services

The Long Beach Community College District seeks proposals from qualified auditors to provide independent financial and performance audit services. The requested scope includes an independent financial audit, a bond financial audit, and a performance audit covering all general obligation bond-funded projects under Proposition 39 requirements. Work will be performed offsite across five fiscal years beginning July 1, 2027. Audits must comply with generally accepted auditing standards, the California Community Colleges Contracted District Audit Manual, Education Code § 84040, and OMB Uniform Guidance. Eligibility is limited to onshore USA organizations. Vendors must submit questions electronically through the District's PlanetBids Vendor Portal by 10:00 AM local time on November 2, 2026. Proposals are due by 2:00 PM local time on November 17, 2026, and may be submitted digitally via email or online. Tentative interviews are scheduled for January 11, 2027. Selected proposers must enter into a written agreement, meet minimum insurance requirements, and provide a fixed price for the required auditing services.
