Employee Benefits Broker Services

White County Government seeks qualified onshore USA brokers to strategically plan, design, and negotiate comprehensive employee benefit programs for approximately 272 benefit-eligible employees. The broker's requested scope includes negotiating coverage and costs, auditing contracts and monthly invoices, assisting with future insurance specifications, marketing desired packages, conducting quarterly claims analyses, providing weekly benefit deduction reporting, managing COBRA benefits, and supplying employee communication materials such as an annual benefits handbook. Additionally, the broker must provide dedicated contact persons for compliance, contract administration, and employee claims support. Submissions are due by Friday, December 11, 2026, at 2:00 PM local time, delivered to White County Government, Attention: Human Resources, 1235 Helen Hwy, Cleveland, GA 30528. Required proposal documentation includes copies of a current business license and Georgia Insurance Brokerage license, Vendor Information Form, Execution of Proposal Form, Non-Collusion Affidavit, E-Verify Affidavits, Reference Form, Addenda Acknowledgment Form, and a separate fee schedule for any expected brokerage fees or supplemental services. Proposals will be evaluated based on responsiveness to scope (15 points), work of the type under consideration (15 points), work with similar public entities (20 points), staff qualifications (20 points), firm size/structure (15 points), references (15 points), and optional oral presentations (20 points).
