Legislative Management Solution

The City of Loveland, Colorado seeks proposals for RFP # 2026-068 to provide a configurable, cloud-hosted legislative management software solution. The requested scope includes project management, consulting, configuration, documentation, data migration, testing, training, 24/7 support, and continuous maintenance. The solution must manage legislative processes, establish workflows, build agendas and minutes, allow embedded video publishing, and offer robust search features. Performance of the work will be offsite at the vendor's office premises. Only USA-based organizations are eligible to bid. Questions must be submitted via BidNet by 5:00 p.m. MT on October 29, 2026. Proposals must not exceed 25 pages and must include a cover letter, firm experience, team qualifications, a project plan, references, the completed Detailed Requirements spreadsheet (Attachment A), and the Total-Cost-of-Ownership spreadsheet (Attachment B). Evaluation criteria cover firm experience, project team, detailed requirements, accessibility compliance, total cost of ownership, and reference checks. Costs must be formatted as a fixed, capped, not-to-exceed total price covering a five-year period.
