Transit Center Expansion Feasibility and Assessment Study and Conceptual Design Services

The County of Harnett, North Carolina requires a Needs Assessment Study and Conceptual Design for an expansion project or a new location for the Harnett Area Rural Transit System transit center in Lillington, NC. The scope includes evaluating the facility and operations, providing a building space program, offering recommendations for site location and suitability, delivering conceptual floor and site plans, and supplying an opinion of probable construction costs. Qualified USA-based transit center planners and designers are eligible to apply. Proposals must include three counterparts, along with a completed Attachment 1 Cost Sheet, and be delivered in a sealed envelope via mail or courier to the Finance Department in Lillington, NC by 2:00 PM on November 3, 2026. The contract term runs from December 1, 2026, through June 30, 2029, and the budget will be determined by the proposed total project cost.
