The Russell County Commission is soliciting sealed bids from qualified contractors for a turnkey audio-visual system for the County's new Emergency Management facility in Phenix City, Alabama. The requested scope includes installing a twelve-display ultra slim bezel or LED video wall, all-in-one cameras and soundbars, standalone PTZ Optics cameras, articulating mounts for existing televisions, wireless microphones, and touch panel controls. The selected contractor must pull, terminate, test, and label all required cabling, integrate audio and video teleconferencing systems, and provide as-built drawings, program files, and warranties. Eligible bidders must be original manufacturers, distributors, or authorized dealer companies, and attend a required pre-bid walk of the building. Bidders must submit typed or hand-written sealed bids on the provided Bid Proposal Form with a required cashier's check or bid bond. Bids must be received by mail or hand delivery to Chandra Wright, County Administrator, no later than Tuesday, November 17 at 10 AM EST, at which time they will be publicly opened; facsimiles and emails are not accepted. The contract will be awarded to the lowest responsive and responsible bidder based on factors including price, conformity to specifications, financial ability, experience, and delivery promise. The successful bidder must execute a 100% performance bond, a labor and payment bond of at least 50% of the contract price, and furnish proof of liability and worker’s compensation insurance.
