Student Health Plan Service

Virginia Commonwealth University needs a vendor to provide comprehensive, ACA-compliant student health insurance plan services for a three-year contract period. The requested scope includes preferred and out-of-network coverage, 100% covered preventive services, inpatient and outpatient benefits, emergency care, mental health and substance use treatment with parity compliance, prescription drugs, telehealth, dependent coverage options, and visa-compliant international student coverage. Eligibility is limited to onshore USA organizations, and performance of the work will be offsite. Questions must be submitted by October 30, 2026. Proposals must be submitted electronically exclusively via Smartsheet by November 18, 2026. Submissions must include a signed proposal with tax identification details, firm qualifications with three references, staff resumes, a comprehensive work plan, Exhibit 1: VCU Technical Proposal, and Exhibit 2: VCU Pricing Proposal. Price is not required to be the determinative factor, and VCU will evaluate proposals through competitive negotiation, reserving the right to request oral presentations before making an award.
