RFI for Driving Under The Influence Program Services

The County of San Diego Behavioral Health Services requires a vendor to provide driving under the influence (DUI) program services in the South Region. The requested scope involves delivering direct education and counseling for first-time DUI offenders, second or subsequent DUI offenders, and first offenders with administratively revoked licenses who voluntarily enroll prior to conviction. Applicants must be USA-based, onshore organizations. All questions regarding this opportunity must be submitted by October 26, 2026. Final applications must be submitted digitally via email or online by Thursday, November 19, 2026, at 4:00 PM. Submissions must include litigation history, an attorney letter concerning past performance on similar contracts, an application cover page, certifications, and a completed Department of Health Care Services (DHCS) license application packet. Applicants must submit two budget proposals covering an 18-month timeframe using the DUI Program budget template. The year-one budget spans January 1, 2027, through June 30, 2027, and must incorporate both start-up and operational costs. The year-two budget spans July 1, 2027, through June 30, 2028, to reflect fully operational service delivery.
