Section 529 and 529A Plan Consulting Services

The Texas Comptroller of Public Accounts, on behalf of the Texas Prepaid Higher Education Tuition Board, requires offsite IRC Section 529 and 529A plan consulting services on an as-needed and as-requested basis. The selected vendor will assist the Board and Comptroller staff with interpreting regulations, applying industry best practices, drafting contracts, formulating and evaluating RFPs for related services, attending board meetings, and supporting operations, research, marketing, and implementation. Only USA-based organizations are eligible to apply. Vendors must submit written questions by October 26, 2026, and submit final proposals by December 3, 2026, at 2:00 PM Central Time. Vendor references must also submit completed evaluation forms directly to the Comptroller by the December 3, 2026 deadline. The anticipated contract execution date is March 31, 2027, with work commencing on April 1, 2027. Buyers are seeking proposals to establish the budget.
