The buyer requires comprehensive financial, planning, and economic development services, including fiscal policy, budgeting, accounting, treasury, capital planning, land use planning, public engagement, and related GIS mapping. Qualified onshore (USA) vendors and contractors are eligible to submit proposals for work to be performed offsite. Proposals must be submitted digitally via email or online through the CES eProcurement system. Questions are due by November 27, 2026, and a non-mandatory pre-bid meeting occurs on October 20, 2026. Proposals are evaluated on a 1,000-point scale comprising 400 Technical points and 600 Cost points, with an 8% preference applied for qualifying New Mexico Resident Businesses.
