Low Voltage, Special System and General Services

The City of Artesia, New Mexico, is issuing an Invitation to Bid to secure qualified contractors for low voltage, special system, and general services on an as-needed basis across city facilities. The required scope includes security, surveillance, fire monitoring, access control, cable running, mobile phone repairs, PC component replacements, troubleshooting, audio/PA systems, control consoles, and associated low voltage support. Network and fiber services are explicitly excluded. The buyer anticipates making multiple non-exclusive awards for a four-year contract term, though no contractor is guaranteed a minimum amount of work or expenditure. Only USA-based organizations are eligible to bid, and bidders must possess the necessary qualifications and experience for their selected service categories. Bidders must digitally submit their proposals via email or online before the bid opening on November 19, 2026, at 10:00 a.m. Submission requirements include a completed Bid Price Sheet, a signed Campaign Contribution Disclosure Form, a Bid Submission Checklist, a Resident Veteran’s Preference Certification form, proof of general liability and workers' compensation insurance, and a brief description of company experience. Written questions must be submitted to the Chief Procurement Officer by November 4, 2026. Bidders must submit hourly labor rates and material markups, which must remain firm for the first 12 months.
