Psychological Assessment Services

The City of Commerce City invites responsible onshore US organizations to submit qualification statements for psychological assessment services for police personnel. The requested scope includes developing, administering, and evaluating standardized psychological tools to assess candidates' and employees' suitability for law enforcement duties. Assessments require pre-offer psychological screening and job suitability assessments consisting of testing and clinical interviews, administered in-person or remotely by a licensed police and public safety psychologist. Offerors must complete and submit all required submittal documents, including a Price Offer and a Technical Offer, via BidNet by December 2, 2026, at 2:00 PM MT. Written questions must be submitted through BidNet by November 9, 2026, at 12:00 PM MT. Minimally responsive proposals will be evaluated based on specified weighted evaluation factors to determine best value, with non-factor submittals assessed on a pass/fail basis. The resulting contract term will be for one year.
