Outside School Time Programs Service

The Delaware government authority seeks vendors to establish or expand out-of-school time programs that provide academic and non-academic opportunities during non-school hours, such as tutoring, mentoring, homework help, enrichment, arts, and sports. These programs must address attendance, student discipline, and academic achievement in English Language Arts and Mathematics, using specific certified teacher and aide staffing ratios based on student grade levels. Only USA-based organizations are eligible to apply, and vendors will perform the work offsite at their own office premises. Applicants must complete a State Subgrant Application detailing the project description, objectives, goals, planned activities, requested funding, total project cost, and required organizational signatures. Vendors must submit all questions no later than November 2, 2026. The buyer is currently looking for proposals to determine the budget for this subgrant opportunity.
