On-Call Civil Engineering Services for Infrastructure and Capital Improvement Projects

The Town of Windsor, Colorado is soliciting proposals from qualified onshore U.S. engineering consulting firms to establish a shortlist of up to three or four consultant teams for civil engineering on-call services. The scope encompasses various engineering disciplines, including transportation, structural, geotechnical, environmental, water, utility, and construction management services. To be eligible, prime and subconsultant team members must be annual CDOT pre-qualified, and the prime consultant must have completed at least three local agency projects with state or federal funds and provided similar on-call design services to a municipality. The assigned project manager must be a Colorado Licensed Professional Engineer with at least 10 years of experience managing on-call contracts. Firms must submit proposals electronically via BidNet by 4:00 p.m. on December 8, 2026. Written questions must be emailed to Omar R. Herrera by 5:00 p.m. on November 4, 2026. Proposals are limited to 25 pages, excluding covers, letters, dividers, resumes, and appendices, and must not include pricing or billing rates. A Town selection committee will evaluate submissions based on the project team's abilities (30%), experience with similar on-call contracts (20%), experience with similar projects (15%), project approach (20%), and understanding of the scope (15%).
