Construction Management and Inspection Services for Doheny Ocean Desalination Project

South Coast Water District is issuing RFQ 27-0004R (REISSUE) for construction management and inspection services for the Doheny Ocean Desalination Project in Laguna Beach, CA. The scope includes project management and administration, project controls, daily construction reporting, design-build oversight, schedule impact analyses, and specialty technical oversight for process mechanical, reverse osmosis, intake well, and high-pressure piping systems. Onshore US organizations meeting minimum qualification requirements are eligible to bid, including demonstrating experience with alternative project delivery, coastal/marine conditions, startup and commissioning support, and construction management. Applicants must submit a Statement of Qualifications (SOQ) adhering to Attachment B instructions alongside a separate electronic Cost File uploaded via PlanetBids. Submittals must include a fully executed Transmittal Letter, a Certificate of Authorization, and proof of required California professional licensing. The mandatory pre-bid meeting occurs on November 3, 2026, and all written questions are due by November 10, 2026. SOQs will be evaluated out of 100% based on criteria such as team qualifications, quality and cost control mechanisms, past project experience, and DBIA professional certifications.
