Independent Registered Municipal and Financial Advisor Services for Borough of Roseland Obligation Bonds

The Borough of Roseland seeks an Independent Registered Municipal and Financial Advisor to perform financial advisory services for general obligation bonds and water sewer utility bonds sold on a competitive basis. The selected advisor will identify short-term and long-term financing needs, advise on fiduciary responsibilities, monitor debt positions, size and structure debt, evaluate lender proposals, develop execution timelines, and provide ongoing advice on the prospective Bond portfolio. Work will be performed offsite under a one-year contract term from the date of award. Eligibility is limited to onshore vendors in the USA. Applicants must submit one original and one digital copy (via flash drive or CD) of their sealed proposal to the Borough Qualified Purchasing Agent by Thursday, November 5, 2026, at 10:30 am local prevailing time. Submission packages must include an executive summary, resumes of key personnel, three years of financial advisor experience, a fee schedule, a signed Bid Proposal Form, a copy of the firm's New Jersey Business Registration Certificate, and required certifications including affirmative action and non-collusion forms.
