Town of Vail Mountain Community Resiliency and Disaster Recovery Framework Services

The Town of Vail Police Department is seeking proposals from qualified consultants or consultant teams to develop a Mountain Community Resiliency and Disaster Recovery Framework. The selected vendor will deliver professional services covering all-hazards vulnerability assessments, infrastructure hardening, pre-disaster recovery planning, evacuation planning, emergency response guidance, and community stabilization strategies. Proposers must structure their project schedule, deliverables, and cost around a required distribution of effort: preplanning (40%), response (20%), and recovery (40%). Only USA-based organizations are eligible to submit proposals for this offsite work. Applicants must submit one electronic PDF copy of their proposal to the Town of Vail by January 22, 2027, at 1700 hours. Questions must be submitted in writing by December 4, 2026, at 1200 hours. Proposals will be evaluated based on relevant experience with comparable jurisdictions, technical approach, quality of deliverables, cost and overall value, and references.
