California Department of Housing and Community Development Title and Escrow Services

The California Department of Housing and Community Development requires a vendor to provide offsite title and escrow transactional services to facilitate the assignment and transfer of local government-held loan portfolios. The selected vendor must deliver these services for up to 375 existing loans affecting approximately 250 individual properties. Eligibility is restricted to onshore USA organizations. Prospective bidders must submit all questions regarding this Invitation for Bid no later than November 9, 2026. Proposals must include all completed mandatory documents listed in the required attachments checklist, such as the Bidder's Cost Sheet, Bid/Bidder Certification Sheet, and Mandatory Qualifications Certification.
