Digital Economy Low-Carbon Sustainable Development Pathway Research in Shanghai

The World Resources Institute China Sustainable Transition Center seeks a vendor to conduct research on the low-carbon and green development pathway for the digital economy in Shanghai. The selected vendor must assess current energy and carbon emission status, evaluate constraints, identify the future scale and emissions impact of the digital economy, and propose cost-effective decarbonization solutions to meet national green power requirements. Work must be performed onsite within a one-year contract term. Eligibility is limited to US onshore organizations with relevant research experience, stakeholder engagement capabilities, a multidisciplinary team, and Chinese-language capacity. Vendors must submit their proposals, expressions of interest, questions, and a detailed budget breakdown electronically by November 9, 2026. Proposals will be evaluated based on completion of requirements, experience with similar projects, and overall cost, with price and non-price aspects weighted approximately equally. The maximum budget for this fixed-price contract is 500,000 CNY.
