EMS Data Environmental Scan and Revision of Drug Overdose Case Definition

The Council of State and Territorial Epidemiologists seeks a qualified consultant team to execute an EMS data environmental scan and refine the agency's EMS Nonfatal All Drug Overdose Case Definition. The selected vendor will perform offsite work to assess how state and local jurisdictions utilize EMS data for overdose surveillance and improve the consistency of overdose event identification. Applicants must be USA-based organizations. Applications are due by 11:59 PM EST on November 18, 2026, with award notifications scheduled for December 2, 2026. Proposals must include contact information, a description of experience, a work plan, a budget and justification, and an outside activity form if applicable. Submissions will be evaluated based on experience, project understanding and proposed approach, feasibility of the work plan, and the budget. The resulting award will be a fixed-price contract.
