Creation and Analysis of Statistically Valid Surveys and Focus Group Facilitation Services

The Vermont Department of Public Service seeks qualified professionals or academics to provide creation and analysis services for a statistically valid survey, non-scientific community surveys, and focus group facilitation. The scope includes developing and administering surveys, analyzing data, facilitating focus groups, providing language access services, and producing interim and final reports regarding the renewal of Comcast's Certificate of Public Good. Eligible bidders are restricted to onshore USA organizations that can perform the work offsite. Questions are due by November 11, 2026, at 4:30 PM EST. Proposals must include a project approach and methodology, detailed worker and subcontractor information, at least three non-State of Vermont references, sample reporting documentation, a Price Schedule, and a signed Certificate of Compliance. The State evaluates bids based on methodology, qualifications, timeline capability, cost, experience with diverse stakeholders, and clean energy certifications.
