Town of Carrboro Solicitation for New Unified Development Ordinance Completion Services

The Town of Carrboro seeks consulting services to complete a new Unified Development Ordinance by building upon prior work and utilizing the 2022 Carrboro Connects Comprehensive Plan as a policy framework. The scope includes modernizing regulations to increase affordable housing, implementing smart growth practices, simplifying review processes, increasing administrative decision-making, and incorporating visual tools and clear definitions to improve overall usability. Work will be performed offsite. Only USA-based (onshore) organizations are eligible to submit proposals. Consultants must submit a statement of qualifications in PDF format via the provided Microsoft OneDrive File Request Link by December 4, 2026, at 5:00 PM ET. Written questions are due by 5:00 PM ET on November 16, 2026. The Town will also host a voluntary pre-submittal conference via Zoom.
