Outpatient Substance Use Disorder Treatment Services for Virginia Department of Corrections Western Region

The Virginia Department of Corrections (DOC) is soliciting competitive bids for Invitation for Bids DOC-27-037 to provide Outpatient Substance Use Disorder Treatment Services. The selected vendor must deliver evidence-based outpatient substance use disorder treatment incorporating cognitive behavioral strategies and gender-specific interventions. Required services include comprehensive evaluations, a minimum of one weekly session lasting at least 1.5 hours, and a minimum of nine hours of intervention per week for supervisees. Contractor staff must complete required background checks at $90.00 each and register with E-Verify. Eligibility is limited to onshore United States organizations. Bidders must submit a completed Supplier Diversity & Small Business Subcontracting Plan with their bid response to be considered responsive. Submitted bids are due by 2:00 p.m. on November 30, 2026, and can be submitted digitally via email or uploaded online through eVA. The resulting contract period will be one year from the date of award and may be renewable.
