Comprehensive Online Homebuyer Education Program Service for Connecticut Housing Finance Authority

The Connecticut Housing Finance Authority (CHFA) requests proposals from qualified USA-based organizations to provide a comprehensive, web-based homebuyer education program through a co-branded online portal. The offsite program must feature English and Spanish curriculum covering topics like home affordability, budget management, closing, foreclosure prevention, and landlord education, alongside easy navigation, audio and visual learning objectives, online quizzes, and proctored exams. Prospective bidders must digitally submit proposals via email or online, and all questions must be submitted no later than November 12, 2026. Applicants must complete OPM Form 1 Campaign Contribution Certification and submit an ACORD Certificate of Liability Insurance proving required coverages from an A.M. Best A-VII or better rated carrier that names CHFA as an additional insured.
