Kane County Request for Qualifications for Portable Water Testing Services

The County of Kane is soliciting statements of qualifications for portable water testing services to implement testing and monitoring of potable water plumbing systems at the Adult and Juvenile Justice buildings on the Kane County Judicial Center Campus, or additional facilities as needed. The selected vendor must provide staff to collect samples, run ISO/PCR tests, conduct quarterly water management plan team meetings, maintain an online document library, and provide compliance oversight. Work is required onsite, and eligible applicants are restricted to US organizations. Responses must be submitted electronically as unencrypted PDF files via BidNet Direct, organized into specific tabulated sections including a signed RFQ response form, background summary, statement of qualifications, narrative program outline, relevant certifications, and proof of insurance. Pricing information must be excluded from the initial submittal, as costs will be negotiated later. All questions must be submitted by November 10, 2026. Submittals will be evaluated by a county committee based on the vendor's depth of knowledge, experience with water management plans, ELITE certification, references, and ability to meet project requirements. The contract term is one year.
