Third-Party Administrator Services for Employee Benefits and Supplemental Retirement Plans

Granbury Independent School District requests competitive sealed proposals from qualified firms to provide third-party administrator services for its employee benefit and supplemental retirement programs. Scope requirements encompass Section 125 cafeteria plan administration, flexible spending accounts, health savings accounts, COBRA, self-insured dental plan administration, voluntary insurance products, online enrollment, and 403(b), 457(b), and FICA Alternative plan administration. Services are scheduled to begin for the plan year starting September 1, 2027, with an anticipated Board award in February 2027. Proposers must be USA-based organizations and possess a Texas Department of Insurance third-party administrator certificate of authority. Eligible entities may bid on Category A, Category B, or both. Interested vendors must submit written questions through the District's Ionwave portal no later than November 27, 2026. Proposals must be submitted electronically through the Ionwave eBid portal, or digitally via email or online, and an evaluation committee will evaluate each category separately based on Texas Education Code criteria including cost, reputation, and Texas K-12 experience.
