Outsourced Business Management, Accounting, Payroll, and Financial Reporting Services

City Academy Charter School seeks a qualified onshore firm to provide complete outsourced business management, accounting, payroll, and financial reporting services under a fixed-fee contract. The scope of work includes budgeting and board support, payroll processing, compliance reporting, and audit support beginning December 1, 2026. Offerors must submit written questions by 12:00 p.m. Mountain Time on November 6, 2026. Submissions require two separate PDF files consisting of a technical proposal and an Attachment A cost proposal delivered electronically through the Utah Public Procurement Place by 3:00 p.m. Mountain Time on November 16, 2026. Proposals will be evaluated out of 100 total points, requiring at least 42 of 70 technical points to advance to cost scoring, with award going to the responsible offeror earning the highest total score.
