Adaptive Super Intelligence Mission-Specialized Large Language Models for Navy Operational Training

The Department of the Navy seeks an explainable, adaptive super intelligence capability to enhance workforce readiness, technical training, knowledge transfer, and personnel development. The selected vendor must deliver mission-specialized large language models that integrate authoritative Navy resources, teach mission-specific topics, reduce hallucinations, and adapt instructional depth to user roles and expertise. Required deliverables include a Phase I technical feasibility report, a Phase II development plan, a validated prototype platform, technical documentation, and a transition plan. Only onshore USA organizations are eligible to submit offsite proposals, and the project has a projected CMMC Level 2 (Self) requirement.
