CCRI Comprehensive One-Card Platform Solution and Campus Credential Management System

The Community College of Rhode Island seeks proposals for a comprehensive, flexible, and cost-effective one-card platform solution across its four main campuses and satellite locations. The contractor must provide all equipment, software, licenses, on-site installation, training, and integrations with campus systems, including the Banner student information system and PaperCut printing services. The solution requires campus credential and access management, photo capture and issuance controls, stored-value payments, and a mobile digital credential application. Eligibility is limited to onshore United States organizations, with offsite work performance noted. Vendors must submit a technical proposal covering staff qualifications, vendor capability with at least three references, a work plan, approach and methodology, and a separate cost proposal with required business enterprise participation forms. Technical proposals must earn at least 40 out of 50 points to qualify for an interview and demonstration, and the combined technical and interview score must reach 56 out of 70 points to advance to cost evaluation. Potential award points total 100, plus up to six bonus points for ISBE participation. Offerors must submit all questions by November 18, 2026.
