City of Evanston Municipal Facility Decarbonization Plan Services

The City of Evanston seeks proposals for municipal facility decarbonization plan services. The required scope includes compiling an equipment inventory and installation history, estimating the end of useful life for major components, assessing maintenance reports and frequencies, analyzing energy use and emissions baselines, reviewing water consumption, and verifying historic benchmarking data in Energy Star Portfolio Manager. Only USA-based organizations performing offsite work are eligible to submit. Proposals must be submitted electronically via DemandStar by 2:00 P.M. on December 18, 2026. A non-mandatory virtual pre-proposal meeting takes place on November 18, 2026, and all questions must be submitted by December 4, 2026. The city will evaluate proposals using criteria that include qualifications, experience, and price for a one-year contract. Submissions must also include an M/W/D/EBE involvement statement or waiver request, standard exhibit forms, and a template Strategic Decarbonization Plan.
