Parks and Recreation Master Plan Update (2028–2038) Consulting Services

The City of Morgan Hill seeks proposals from qualified firms to provide professional services for an update to the City's Parks and Recreation Master Plan covering 2028 through 2038. The selected consultant must deliver a 10-year vision and strategic framework addressing park development, capital reinvestment, recreation programming, operational management, maintenance sustainability, asset management, and sports tourism versus resident needs. Scope requirements include data collection, technical documentation for CEQA environmental compliance, and a statistically valid community survey paired with an open-access online survey. Eligible bidders must be qualified parks and recreation planning firms based in the United States with demonstrated expertise in municipal park master planning, maintenance lifecycle budgeting, and sports facility planning. The selected firm must also fulfill insurance and indemnification requirements acceptable to the City's Risk Manager. Questions regarding the RFP must be submitted by 5:00 p.m. on November 20, 2026, and responses can be submitted digitally via email or online.
