East 60th Avenue Multimodal Connections Planning and Environmental Linkages Study Services

The Colorado Department of Transportation seeks a consultant to provide Region 1 project-specific engineering services for the East 60th Avenue Multimodal Connections Planning and Environmental Linkages Study. The selected vendor will work with stakeholders to evaluate improvement alternatives, identify environmental and resource concerns, and prepare a prioritized list of proposed improvements. Eligible prime consultants must be USA organizations, must self-perform at least 30% of the work, and all consultants and subconsultants must hold a valid Master Pricing Agreement with CDOT before contract execution. Proposals must be submitted electronically through BidNet Direct by 12:00 PM Mountain Time on December 3, 2026, and all questions must be submitted via BidNet Direct by 12:00 PM Mountain Time on November 12, 2026. CDOT evaluates proposals across approach (40 points), past experience (30 points), project team composition and capability (20 points), and small business participation (10 points). The estimated contract value is $1,500,000.00 for a two-year contract term.
