Community-Based Reentry, Stabilization, and Employment Services

The City of Philadelphia Division of Reentry seeks a qualified community-based provider to deliver comprehensive reentry and workforce development services for justice-impacted residents. The selected contractor will deliver participant engagement, workforce readiness, transitional paid work opportunities, employment pathways, case management, and supportive service coordination to help participants achieve economic stability. Eligible onshore USA organizations must perform the work offsite. Applicants must submit proposals electronically via eContract Philly by 5:00 pm Philadelphia Time on December 7, 2026. Prospective bidders must submit all questions by November 18, 2026, and complete mandatory political contribution disclosures. The proposed compensation for the project is $100,000.
