CART (Communication Access Realtime Translation) Services

The Executive Branch agencies are seeking vendors to provide Communication Access Realtime Translation (CART) services and communication access providers, including sign language interpreters and CART captioners. The agencies require these services to ensure communication accessibility across all executive departments. Individual captioners and subcontractors of business providers may offer on-site CART, remote CART, and on-site streaming CART. The scope of work also includes several optional services that providers may offer. These optional services consist of projection service, jumbotron projection service, and CART output. Additionally, providers may offer CART in languages other than English that use the Roman alphabet, solo performance of long jobs lasting over three hours, legal non-court CART, and legal court CART. Eligible bidders must be onshore organizations based solely in the United States of America. The performance of the requested work will take place both onsite and offsite depending on the specific agency needs. The agencies are currently looking for proposals to establish the budget and pricing structure for these services.
