Next Generation 911 System Development and Independent Verification Service

The agency is seeking a contractor to provide Next Generation 911 system development and independent verification services. The selected contractor must provide all hardware, software, systems, components, and functions necessary to deliver the system and perform the services. The system must manage alternate-routing functions between Public Safety Answering Points for misroute resolution and failover support. The scope of work covers Geographic Information System data development and management as part of the Emergency Services IP Network services. The agency also requires independent verification and validation services to ensure the Lot 1 contractor meets all requirements, timelines, milestones, and deliverables of the Acceptance Test Plan and Cutover Plan. The provider must verify that Lot 1 services comply with agency standards and that failover testing follows an approved methodology. The contractor must analyze and report trends, such as traffic growth, network resource use, and chronic problems. The agency also requires assistance with developing and maintaining standardized outage notification processes for the State, alongside maintaining strict data security. Performance of all work will take place offsite. Bidders must be located onshore within the United States to be eligible for this opportunity. The agency is looking for proposals to determine the budget, and the resulting contract period will be for one year.
