The buyer seeks a vendor to provide an electronic purchase solution designed for a correctional environment. The requested scope includes secure inmate identification, transaction authorization, and access to inmate funds for vending, copying, printing, and staff-assisted fundraising transactions. Additionally, the solution must track inventory or quantities where available, capture item-level sales data, distinguish taxable from non-taxable sales, execute transaction reporting and financial reconciliation, and provide institution-level and department-wide reporting. The system must feature appropriate correctional security controls while ensuring an efficient process for institutional and accounting staff. To qualify, the buyer limits eligibility to onshore vendors located in the USA only. The vendor will perform all work offsite.
