RFI for Financial and Air Clearance Transportation System - Sources Sought

The buyer seeks a vendor to provide technical support services for its legacy joint transportation system, the Financial and Air Clearance Transportation System (FACTS), which handles Navy shipping functionality, Naval Cargo Routing, and air cargo clearance capabilities. The required scope includes software engineering, coding, integration testing, business analysis, auditing, documentation of change requests, customer support, training, knowledge sharing, secure application development and modification, lifecycle management, sustainment, system code debugging, and continuous security monitoring. This procurement opportunity is strictly set aside for 8(a) organizations under FAR 19.8, and eligible bidders must be onshore USA organizations. The contractor will perform all work offsite. Regarding the budget, the buyer is currently looking for proposals.
