Nation-led Energy Innovation and Project Development Study Service

Grand Council Treaty #3 requires a bidder to provide a Treaty #3 Nation-led energy innovation and project development study. The requested scope covers technical options assessments, site identification and screening, renewable energy resource assessments, governance frameworks, ownership structures, and financing pathways to advance long-term economic and energy sovereignty. Only Canadian onshore organizations are eligible to bid, and the work will be performed offsite. Bidders must submit their proposals electronically via email or online in PDF or Word format by October 9, 2026. GCT3 evaluates bids using selection criteria that include proposal quality and completeness, individual qualifications and relevant experience, cost effectiveness, and experience working with First Nations. Proponents must propose their fees up to a maximum budget limit, and potential conflicts of interest must be disclosed within the bid package.
