Sellers must deliver all products FOB Destination Point and may submit equal alternate products with a complete descriptive attachment, though the City retains sole discretion to mandate the exact specified item. USA organizations are eligible to bid, provided the seller is not a party to more than one quote for the same items and has completed a Consent and Authorization Agreement. Sellers must electronically submit quotes via PHLContracts before the specified bid opening time, with all quoted terms and prices remaining valid for 60 days from the submission date. The contract term commences on the effective date displayed in PHLContracts and automatically terminates after 365 days, never exceeding one year.
