HR Support and Advisory Services

The buyer needs a vendor to provide HR support and advisory services, including general legal advice, compliance, IR/ER guidance, and audit support. The scope requires leading or serving as the HR representative on IR/ER investigations, meetings, appeals, and court cases, which includes drafting reports, preparing cases, and attending court as a witness or decision-maker. Only onshore bidders located in Ireland are eligible, and all assigned staff must hold CIPD qualifications at Level 7 or equivalent. Bidders must execute the work onsite without using any subcontractors or third parties. Bidders must submit responses digitally via email or online by Monday, November 2nd, 2026, at 13:00. The buyer evaluates proposals using pass/fail selection criteria and award criteria consisting of cost and qualitative responses. Bidders must submit a proposed annual fee alongside a blended hourly rate for pricing evaluation.
