Youth Career Services

Partner4Work seeks vendors to provide WIOA Youth Career Services and deliver Youth Program services to eligible youth and young adults ages 14-24 in Allegheny County. Performers will deliver work offsite for a initial contract period from July 1, 2027, through June 30, 2028, with the possibility of up to three annual renewal contracts. Onshore USA organizations are eligible to bid. Bidders must submit questions for the bidder's conference and register for the conference by October 12, 2026, at 11:59pm ET. Bidders must email all final RFP questions to [email protected] by November 11, 2026, at 11:59pm ET. Interested offerors must submit proposals digitally through the Partner4Work Submittable Portal by December 4, 2026, at 11:59pm ET. Evaluators score proposals out of 100 total points based on an Organization Description for 15 points, a Program Narrative for 55 points, a Budget and Budget Narrative for 20 points, and Attachments for 10 points. Applicants must include detailed cost descriptions and leverage resources in the budget narrative, while for-profit applicants must separately identify any proposed profit.
