Safety Action Plan Development Service

The MidSouth Development District seeks proposals from qualified individuals and firms to develop a comprehensive regional Safety Action Plan across a tri-state region. The requested scope includes adopting a zero-fatality commitment, convening a stakeholder group, analyzing historical crash data, leading community engagement, reviewing current policies, and compiling a comprehensive set of safety projects and strategies. Eligible bidders are restricted to onshore U.S. organizations with appropriate business licenses, insurance, and public sector experience. Written questions must be submitted to [email protected] by October 5, 2026, at 5:00 PM CST. Respondents must submit one PDF proposal via email to the same address by November 6, 2026, at 5:00 PM CST. An evaluation committee will score proposals based on qualifications and experience (15 points), understanding and approach to the scope (25 points), and cost and overall value (15 points). The anticipated contract term runs from November 16, 2026, through March 30, 2028, and bidders must submit a budget containing estimated costs by scope component alongside a total not-to-exceed price.
