Multi-Location and Street Safety Analytics Study School Safety Service

The City of Los Angeles Department of Transportation requests proposals to conduct a multi-location near-miss and street safety analytics study for school safety. The selected vendor must utilize digital twin-based safety analysis, video, and advanced technology to analyze right-turn-on-red and other conflicts between vehicles and vulnerable roadway users at twenty locations citywide. Requested scope includes project management, measuring changes in driver compliance and yielding rates, measuring pedestrian-vehicle conflict reductions, determining pedestrian safety improvements, and identifying signal phasing at conflict points. Only onshore firms on the On-Call Professional Consultant Services Bench List in the Transportation Planning and Engineering and Design Consulting categories are eligible to bid. Proposers must submit task order proposals by November 4, 2026, at 3:00 PM PST, submit all questions by October 14, 2026, and attend a mandatory virtual pre-submittal meeting on October 6, 2026. Proposers must also submit Business Inclusion Program outreach summary sheets by 4:30 PM on the calendar day following the proposal deadline. The buyer will award the one-year contract to the responsive, responsible proposer whose proposal complies with all prescribed requirements, including adequate inclusion outreach. Work will occur both offsite and onsite.
