White Paper on Data Governance and Data Sharing Considerations Development Service

The Council of State and Territorial Epidemiologists (CSTE), in partnership with the Centers for Disease Control and Prevention, needs a consultant to develop a white paper outlining key considerations for the governance, stewardship, sharing, and use of State, Tribal, Local, and Territorial emergency department data collected through the National Syndromic Surveillance Program. The scope includes reviewing literature and existing documentation to summarize the federated governance model, highlighting jurisdictional perspectives, and creating an implementation plan to execute the deliverables. Work performance will be onsite, and eligible applicants must be US-based onshore organizations. Applicants must submit proposals by 11:59 PM EST on October 28, 2026, and CSTE will send award notifications by 5:00 PM ET on November 5, 2026. Submissions require specific single-spaced, Times New Roman, one-inch margin formatting on 8.5x11 inch paper, and applicants can direct technical questions to Taylor Pinsent. A panel will evaluate complete, compliant proposals out of 100 total points, allocating 40 points to experience, 50 points to project understanding and work plan feasibility, and 10 points to the budget and justification. Bidders must submit a detailed budget and budget justification with their application; final payment will be issued under either a fixed price or cost reimbursement contract model within 30 days of an accepted invoice.
