Outreach and Advocacy Services

The Department of Human Services, Office of Youth Services requests proposals for community-based outreach and advocacy services for hard-to-reach at-risk youth and families. Services are required across the island of Oʻahu, the islands of Maui, Lānaʻi, and Molokaʻi, and the island of Kauaʻi. Requested scope includes evidence-based, trauma-informed practices, case management, individualized service plans, transportation, consent procedures, referrals, and non-traditional engagement in community locations. United States onshore organizations are eligible to bid. Bidders must submit three spiral-bound hard copies and one PDF copy on a USB drive. Submissions can be postmarked by the United States Postal Service or hand-delivered by 2:30 p.m. HST on November 6, 2026, with postmarked mailed proposals received within ten calendar days after the deadline. Bidders may also send electronic confirmation of mailed proposals. A pre-bid orientation occurs on October 2, 2026, and written questions are due by 2:30 p.m. HST on October 12, 2026. Evaluators will grade proposals across three phases using a 100-point scale covering Experience and Capability, Project Organization and Staffing, Service Delivery, and Financial categories. The contract term runs from January 1, 2027, to June 30, 2028, with an option for one 12-month extension. Budget proposals are required upon contract award.
