Advertising and Marketing Services

The buyer seeks offsite advertising and marketing services to promote its products as a fun entertainment option for adult state residents. Requested work includes marketing products that support environmental and community programs to drive primary KPIs such as targeted product sales, account creations, website traffic, clickthrough rates, and second-chance participation. Secondary goals focus on increasing social media metrics, followers, app downloads, giveaway participation, and livestream attendance. Only USA onshore organizations are eligible to bid. Interested vendors must submit questions no later than October 16, 2026. Responders must complete required declarations, workforce forms, exceptions forms, and submit Attachment C: Cost Detail as a separate document from the technical proposal. The cost proposal requires an hourly rate and agency fees spanning five contract years, with media and production costs paid at cost without markup.
